Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are released from different nations. Significant resources is devoted on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capability provided through up-to-date information. From observation points, military aircraft that had been dispatched to counter approaching aerial threats flew past – advanced fighter aircraft provided to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by partner states. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly becomes grim resignation: possibly the hostile projectile won't cause damage this time, sparing the city from devastation and further power outages.
Ongoing Risks
Following this, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a defensive team – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.
Intermittently, this carried on until dawn. Kyiv greeted the morning news: seven people killed, damage and heating outages in multiple buildings as a result of the evening attack. As customarily, everyone still maintained normal activities – experiencing conflict. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are clearly incapable to replace in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This trend will, no doubt, persist.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. Washington functions according to a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is unrealistic to force Russia to relinquish the areas that it already controls in Ukraine's south or east.
The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the status quo will not evolve additionally in its benefit in the near future.
Conflicting Perspectives
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a total frontline collapse until situations evolve in its favour.
Current Realities
Realistically, there are no genuine requirements for a armistice. Now, subjective factors are coming into play: political desires to negotiate peace and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their objective will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a only one week to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, latest revelations, all did their job.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
